Meeting 3 - Yarker Public school – 7pm
In attendance – Eric Depoe/Anna Szczepaniec/Laura Nagel/Wayne Goodyer/Judy Skinner/Carl Hayes/Debbie Richmond/Carl Hayes/John and Sharon Westendorp/Deiter Eberhardt/Carl Brown/Elaine Kellogg/ Carolyn Pickering/Rob Renaud.

Minutes of the last meeting - accepted

Focus of meeting 1) By-laws for Association 2) Survey
Concerns expressed about item 9 - that in the event that the YCDCA folded the money would be handed over to a charity in Stone Mills Township. Expressed concern that this money may not be used in Yarker and District if this is the case. Suggested that the money should go to the YAA if this situation ever occurred.

Request was made to clarify the status of Yarker Athletic Association at this present time. Request from group to define the status of the YAA at present. Those involved in the Association related it was just a financial set up at present often helping local people in distress and supporting community projects. No by-laws associated with this group. Discussed the terms of reference of the group. Reg Janes has all the documentation. Four people have been delegated to oversee open use of the money. Questions included did Yarker Athletic Association have projects planned which would require money from the new Association?. Could the new YCDCA ask YAA for financial assistance? Members of YAA said they will come back with answers for the group by the next meeting.

Trying to make sure the YCDCA runs with complete clarity with open information on all levels will require we have a resolution to this situation. The chairman asked for comments.
A vote was taken to resolve this situation - carried

Discussion around the survey brought a motion to delay comments on by-laws until the next meeting so people could study the handout in greater depth. Proposed by Rob and seconded by Rick – Carried.

Survey Committee report
Group discussed the progress so far. Decided to have a covering letter accompany the survey.
Discussed what questions and how to be formatted. Suggestions two pages and questions on the final page.
Early spring was a suggestion for the timeline. Other prefer before Christmas because of community spirit at this time or Early January when the rush was over. Some members requested caution at it is important that we design and distribute this survey properly.
How to distribute - 11c per item for flyer in mailbox
- How to distribute those in rural routes
How will we advertise this survey – suggestions – contact Beaver and Guide could run articles.

Items for discussion
1) Which sections we really need and will give us the information we require.
2) We should add pre-school, and young working adult to the school section
3) Add blog address to the survey so this can be completed on-line

Changes
No1 wording of:- ``elements`` to ``things`` in
No 2 what three ``things`
No 6 add Sports and Recreation, and Social
No 7 name, activity, and specific activity

Add two new units – Social Life - Environmental – (suggested a village clean up in the Spring)
Take out Badminton and replace with Snowmobiling
Information given by Carl Brown about the difficulties experienced by the club. Lost trails and restricted access in Amherstview and Wilton.

Remove:- doctors

Survey to fit back to back on one page
Could be advertised on Firehall Board.

Name of the association - further discussion

During recent steering committee meeting, the name of the association has been discussed once again. After voting the name "Yarker, Colebrook and District Community Association" has been accepted. Time will tell if we stay with this. Everybody is welcome to post here or e-mail to us (yarker.community@gmail.com) his/her comments and opinions on the subject.

Meeting 2 - Nov 3rd 2009 @ 7pm
In attendance:- Eric Depoe, Wayne Goodyer, Anna Szczepaniec, Richard Ryde, Sharon and John Westendorp, Laura Nagel, Rob Renaud, Debbie Richmond, Judy Skinner ,Carolyn Pickering
Chairman Eric Depoe welcomed new members
Review and discussion of minutes of previous meeting.
Objection raised by Debbie Richmond to an omission concerning funding. Discussion centred around money available now listed under Yarker Athletic Association. Financial situation will be addressed when Reg Jaynes is able to attend one of our meetings.

Discussion took place about the official name of the Committee.
The name “Yarker,Colebrook and District Community Association” was voted on and unanimously accepted.
Survey:
Rob Renaud. Listed a variety of ideas for enhancing community spirit such as Canada Day celebrations, Yarker Christmas Village. Discussion about possibility of residents be asked to give some financial support in the form of a minimal one time membership fee . Suggested format for committee .
Richard Ryde :- suggested committee to represent a cross section of the area. Welcomed all people to be part of the group. Should work with pre-existing groups within the area.
Suggestions for format of survey :- Age(within given range) and gender/ Village or rural/Age of children, eg. Pre school, elementary,high school/Willing to assist in activities – Yes/No
Wayne Goodyer : Discussed the fact that we have a very talented and diverse group of people living in the area. Need to cast a wide net to build the programme. Suggested we need to have contact information for local groups. Listed – Ridge Runners, Two Churches, Yarker Family School, Library Board, L.A.R.C Daycare, W.I., S.O.S. Firehall and other not yet defined. Possible concerns and areas of improvement to be addressed in survey: Lack of community areas/ Catalogue of Services/ Retail in area/Environmental Issues/Village caretaking,
We need to inform these groups prior to the survey being distributed. Eric Depoe will write a letter to the groups and take a request to Elaine Kellogg to include in the United Church bulletin for Sunday.

Sharon Westendorp submitted a plan which suggested name/address be optional / an area for other suggestions and whether the person would be willing to participate in activities.
Anna Szczepaniec reminded us that we do have information from those who attended our first meeting on our database
Judy Skinner suggested a small group to write the survey. Group volunteers include Richard Ryde, Wayne Goodyer, Sharon Westendorp and Rob Renaud. Draft to be presented to the committee at the next meeting.
Ideas for distribution:- school/church/library/stores. Could find out the cost of putting in mailboxes.
Could contact the Beaver and Guide in Napanee to have them write an article on the project. Also the Scoop in Tamworth.
Structure of the Association
Two examples submitted one of Hintonburg and one of Sandhurst togive an idea of already existing Associations.
The Association requires a name (already decided) and also a mission statement.
Eric Depoe suggested we invite some speakers from other associations to give us some suggestions.
Anna Szczepaniec recommended we need a sub committee to look at by-laws and duration of office etc. We have to be an incorporated organization to apply for grants for sports/culture/beautification of the village.
Rick Ryde suggested taking an already existing template.
Eric Depoe and Anna Szczepaniec will take responsibility to look up by-laws and a template draft.
